ICAO 1944 font name wanted

Attached is the font the ICAO (International Civil Aviation Organization) has used for their initial convention on the freedoms of the air in Chicago 1944.
Anybody any idea what font this night be?
It is close to some Art Deco-fonts but not close enough unfortunately...

I am sure it had a different name when released in metal (no luck tracking that down yet), but it seems to match the digital typeface Grafiko.
