Given the stylistic mismatch between them, and the overall clumsiness, I would say they’re a custom job and not part of a pre-existing typeface.

The thickness looks pretty equal for all the numbers

With “stylistic mismatch” I meant that they seem to belong to different styles of typeface: slab serif, geometric sans, technical sans.

The “clumsiness” mainly derives from the unbalanced |5| and the lack of overshoot and other optical adjustments.

Perhaps Lubalin Graphs’ numerals could be considered similar:
