I am not sure there is a typeface like that, but I am also not sure what you are looking for, as there aren’t many defining characteristics in the sample.

I like the combination very much: the lower blackletter part, and the upper part is probably more a bold serif rather than blackletter. I wonder if there's a serif like that I'll have another look also.
