Looking for the name of this font for a logo on a local police car (Salem)

Just need the name of the font if it exists. First time posting, the help is appreciated.

 

There isn't really a source for this logo, it isn't on their website or anything.

This reminds me of Serpentine Bold which may have been the starting point to create this.
