Looking for font from personal typed letter circa 2021

The letter in question is sourced from pages 7-18 (of 64) at https://www.dropbox.com/s/cgqoaeore81lbxs/Luis Elizondo IG Complaint Redacted.pdf?dl=0

 

The letter was written by a Mr. Elizondo in 2021 but does not appear to match standard Windows PC fonts. It was a scanned document with a slight rotation. Other websites and apps could not identify it. Attached is a two paragraph sample from the document.

Thank you! Though Arial was one of the first fonts I had checked I must have been looking at parts where the scan was not totally flat (i.e. some of the same letters are not same width in same paragraph).
