Looking for serif font used in a logo in late 90s early 2000s. (Automotive Fleet)

I work in a print shop, and this font was used in logo creation in the late 90s or early 2000s.  Since then the company merged with another and they no longer used the logo.  The original owner has decided to go back to his old logo, but we no longer have those old files.  He emailed me scan of the logo, but he'd like the logo to be in blue.  I could do that with the scan, but I'd rather have the font and make a nice new clean logo. I've used every font lookup I can find, but haven't been able to find this.  I'm wondering if the wording is one font and the ampersand might be another.  Any help would be appreciated.
