Looking for font used by local village (Garden City)

This font is used by a local village on their official shirts. They have been using if for over 20 years but there is no exact start date of when it was first used.

It reminds me of an old IBM Selectric typeface Olympia Script, but the G is not a match.

Only finding similar:

Sant’Elia Script (good for the lowercase, again not great for the G)

that's close but the e is off and so is the C. Could it be a combination of 2 different fonts?

As I said in my first post, I’m only finding similars.

No, I don’t think it is a mix of typefaces, but it may be something specific to the embroidery world (am I guessing correctly that the quality of your sample is so poor because it is an image of embroidery on a shirt?).

Type designed for embroidery machines doesn’t always correspond to type used for digital or traditional printing.

Athletic Script (sometimes called Athletic Swoosh) is another similar, but again—not a full match to your sample.

Any chance of posting a larger, clearer sample?
