Looking for the fonts used in this local company logo (Lighthouse)

I've been able to successfully ID the top font as Jay Gothic URW, however, the "LIGHTHOUSE" and "FOR THE BLIND & VISUALLY IMPAIRED" fonts are completely eluding all of my attempts at identification using the normal sources.

Unfortunately, the client does not have a better version of the logo than the one attached.

The "LIGHTHOUSE" screams Helvetica save for the curvy bar on the H. 😕

Any help is greatly appreciated.

They probably just changed that part as hint to the lighthouse curves they used in the pictogram on the left. 

Here is a slightly different (and newer?) hi-res version. The blue text there is Arial.

Yeah, that's their old one. Helvetica Neue Condensed Bold got me closest and then I just added the curve to the H's. Thank you - this one can be marked as solved 🙂
