This plaque is located on a concrete horse trough series made from 1931 to 1939 in Melbourne Victoria Australia. Unfortunately only these letters are available (no lowercase either). Font name is required. Links to commercial and free equivalent would be appreciated too.

It looks very close to a version of Clarendon Condensed, though the modern Clarendon's that I'm familiar with have a curl tail on the "R".

Many foundries have produced their own versions over the years.
