I'm guessing perhaps it's just a simple font and the designer outlined it?

Looking at the details (the |R| especially), I would say it is a pretty competent manipulation of dear old Arial.

For wide sans serifs with small caps lowercase you can look for the various interpretations of Engravers Gothic, Blair, etc.

For 3D effects, you could start from this list:
