I do suspect that both fonts in this image are of the same family, however I cannot be sure. The names of these fonts, particularly the title font, would be greatly appreciated. Thank you!

The Google web font Antic. It only comes in one weight, so HOUSE RULES is artificially bolded.

Okay font selection, but have to deduct for the misspelling.

 

Apparently a bold weight exists, but doesn’t seem to be publicly available.
