Owner of local campground wants me to do some new work for them, but all they have is a scan of old letterhead. I'm actually needing the font itself or I would just trace the old logo. I'm not finding anything that has spurs and that interesting crossbar on the E. Thanks in advance if you can tell me if such a font exists, or if this was edited for the logo.

I think it's lettering, because 'E's look quite different (also 'A's but less so). I would go with tracing. Like this:

Thanks, I was afraid of that. I wasn't sure it the lettering differences were a result of the arch applied or not. The offset spurs on the P had me thinking maybe it was drawn.
