Headings font for (U.S.) Uniform Federaal Accessibility Standards

I have a poor quality scan of a 1984 government accessibility standards document. As a scan, the text is not searchable. I haven't been able to located a PDF with better quality and/or searchable, so I'm looking at reproducing the document to create a searchable copy and I would like to make it as close a reproduction as possible. The document headings aren't in Times New Roman or Arial (or Helvetica), and I can't figure out what the font is. Initially I thought American Uncial, but now I don't think so. Any assistance would be appreciated.

[Edit to add] Upon closer inspection, it appears that the entire document (not just the headings) is in this typeface. That makes it even more important to try to match the typeface, if possible.

Update: On my fourth font finder attempt, I found several matches, including two that are free for personal use. Perfect (since I have no plans to distribute or publish this document). So I downloaded it and installed it, in TTF format. I then opened the document in Microsoft Word and changed the font to Karina. On screen, the font changed -- but not to anything that even remotely resembles the font I wanted, or Karina.

I then closed the document in Word and opened it in SoftMaker Office Textmaker. Perfect. I closed it again, then opened it in LibreOffice Writer. Also perfect. Closed the document and re-opened it in Word. NOT perfect. Doesn't look at all like the font I selected.

When I look at the list of available fonts in Word, TextMaker, and Writer, they all show Karina as an option. When I open File Explorer and look at Windows\Fonts ... Karina isn't there. There's clearly something wrong with the font I downloaded, and trying to determine what's wrong is far above my pay grade. I think I need to download and try the other free version and see if it behaves better.
