Can't identify stencil font

I have been looking for what this font is forever, none of the automated font identifiers have a clue. Preferably free options would be better but I am open to paid premium fonts as well. All is says it Hari and I don't believe that is a standard font

Most certainly not just typesetting. Someone took a regular font like Trajan and made drastic changes like cutting out all those parts.
