I realize I have to arch the text myself, but I am looking for a similar font to recreate a shirt for my husband.  Thanks in advance...

There are plenty, both solid and already outlined.

For your needs, I think your best bet is browsing through legitimate free font sites like Dafont.

I have looked thru many many block fonts, but none of them have the E like that.  I was hoping someone recognized the E

The main feature that distinguish the typeface in your sample from the vast majority of those in the genre is the sloped rather than straight serifs.

If it's just for the overall shape of |E|, while not the most common, there are typefaces with a double serif on the middle bar. For example:
