I'm trying to match the typeface in the t-shirt graphic (Fountain Electric)

I'm trying to identify the typeface in this attached photo so I can match it in a new graphic. It's printed on fabric, which makes the letterforms a little hard to see clearly. I've looked at some of the usual suspects for bold or black condensed or compressed sans serifs (Impact, Helvetica, Univers, Franklin Gothic) but haven't identified a match. Some of the characters I'm focusing in on are the A, C, R, S, U, G, M, & and all four of the numbers in 1946. The closest I've come so far are Permanent Headline and Eurostile Condensed Bold, but neither one is quite the same. Any ideas are appreciated. Thanks!

P.S. One more that it's not quite is Compacta. Very close, but the 4 is different.

Thanks, Kevin. I suspect you're right that the artwork goes back quite a few years....decades. I appreciate your help and I agree that Permanent Headline is going to be the closest substitute, and certainly good enough for this use. We can mark this one Answered.
