The capital letters bear a striking resemblance to Base Runner by Jeff Levine, except the cap N.
Unfortunately there is no lower case, so perhaps someone 'tweaked' the lowercase e, a, c and n as a custom job, which would be very easy in Adobe Illustrator to complete the identity.

The OBS is a script face (hard to tell the origin) with some graphic distortion done with gradients and filters in photoshop.
