The sample shows some shading, I am not as concerned with the shading as matching the letters, they have a curly serif on the capitals.   

Sooo many questions …

• What are we seeing there?
• When was that made?
• Are you looking for a font identification? (It probably isn’t a font)?
• Or a similar font? Or a description of that style?

No idea when it was made.  Ideally I would like to find a matching font or similar.   Or some clip art of the letters that could be scanned to make the art without the shading

But what is it? A bank note? 
It’s very likely lettering, since in the past with metal lettering, it couldn’t be set this way.

It is a certificate for notary public,  not a bank note.
 Looks like it has been reproduced multiple times and the lettering is filled in.
