Why the Latin script was missing a letter for 100+ years

Over the entire 20th century the German alphabet officially consisted of 30 lowercase characters, but only 29 uppercase letters. How could that happen?

Super interesting. I only saw the slot for the capital sharp S in Glyphsapp earlier this year; before I hadn't known it existed.
