A vertical stroke over the middle of two horisontally spaced dots.
Like .!. without the middle dot. And the other two dots more close to each other.

Does anyone here have a character that looks like that?
And diacritical double dots BELOW another character in general.

I don't think it's a thing. I've heard of the Interrobang (a ligature of the question mark and the exclamation mark), but this, not so much.
