.XPR Font Files-What are they? How do you make them?

Not sure if this is the right area to post this question. I need to find out how to convert normal .ttf fonts to a font file type known as .xpr. Anyone ever heard of it? They're self contained (non-vectored I think) files with the point size and style (bold, regular, italic) already set. I've read in one little mention of them that they might use sprites to make these font files. Anyone got any idea what I'm talking about?

I have a modded Xbox 1 and the skins for the dashboard use .xpr font files. I really REALLY want to choose my own fonts and convert them to the needed .xpr file type. Right now I'm scavenging fonts from other skins other people have made and I can't find any information anywhere on how to create these files.

I uploaded an .xpr file as an example.

Ahhh... thank you. At least I have a clue now. Now to just get my hands on those two programs. I got a feeling that ain't gonna be easy.
