What font is this curly / Harry Potter style typeface?

Hey! I'm looking for the name of this curly typeface. Should be a free font, but can't identify with any of the known tools.

Where does the image come from?

It's a private image that was created many years ago. But the person that chose the (free) font is not available anymore.

It might be associated with Harry Potter somehow. An the name "Kumquat" sounded familiar, but no match. Anybody any idea?
