Does anyone here know the name of this font and if it’s available for purchase at any commercial font library? 

The font was used probably in the 80’s and 90’s before Saab switched to Gill Sans for headlines and long copy. There are several vintage ads online that show this font, that is similar, but not identical to the typical font Volvo used (and still uses) as a headline font. 

Note the high bar of the capital “A” as well as the high bar of the capital letter “R”, for example, or the straight (not curved) leg of the “R”.

If it’s not a commercial font, I’d be interested in the designer and year of making, as well as in similar fonts you’d recommend. 
I don’t know if the font has minuscules too, or whether it is an all-caps font, but perhaps not, it’s just typeset this way for more impactful headlines.
