Can anyone name this old font used on Military Commision certificate font

Hello, I'm brand new to this website and am glad to have found it! 

Can anyone name this old font used on Military Commission certificates?

The letters were arched in a wave but varied, oh so slightly, on different certificates.

I'm "rebuiding" a water stained Commision Certificate for a Viet-Nam vet.
