ID this font from inside Scritti Politti's Anomie & Bonhomie 1999 album?

This was used in the liner notes of the cd:

I've seen three fonts that look similar but aren't it exactly (Bull Inked Regular, Chinese Ruler, Military Docuement AOE). 

I'm looking for a free alternative if possible, thanks.

Sorry, not finding a match either. Given the age of the sample, it may have been a digital typeface that was available for a short time, but is no longer sold/distributed.
