If it dates from the early half of the 20th century, I doubt it is a typeface—it’s possible that it was hand lettered before being carved in low relief out of clay, then a mold was made of the carving to cast the finished plaque. It may also be custom to the company that manufactured it—I’m not finding a match among modern digital typefaces.
