What’s the maker? When was it made? Remember that you agreed to provide as much background information as possible.

All they gave me was a photo to work with of the face. In small print are the words SETH THOMAS.

I know it's vague, buts that's all they had. They were just looking to recreate the lettering style if possible.

Similar numerals (especially the heavy hook on the |9|) can be found in some "Scotch" typefaces, if a bit tamer. Some of the most expressive examples include Positype's Scotch and Lust.
