Looking for the font on the Hebron Town Seal

Hello,

I am trying to identify the font used on the Hebron, CT town seal so I can incorporate it into a logo I am building for the library. Something for free use by a non-profit would be ideal, but I'd pay for a commercial font if it was affordable. 

Sorry for the image quality. I don't know that a high res version exists.

Appears to be an artificially condensed setting of Souvenir Medium (Town of Hebron and Conn) and Souvenir Medium Italic (1708).

Thanks Kevin. I'll give it a shot. I guess the seal does kind of have a 1970s vibe to it.
