Looking for this typeface in this Conveyors Safety Code document

I saw this in this pdf. (p.2) https://law.resource.org/pub/us/cfr/ibr/002/ansi.b20.1.1957.pdf

I suppose it has something to do with some kind of extended grotesk font, but I can't figure out which one is exactly. I tried Akzidenzk Grotesk but the counter of the letter R is narrower and the aperture of C is tighter and some other minor differences. 

Does anyone know what font is this?

Venus Extrabold Extended is very close too, but not.

Given the age and quality of the sample, it’s unlikely to find an exact digital match.

Anyway, I think @Ignacio is right in pointing to Venus (AKA Annonce or Aurora Grotesk). Here are a couple revivals of this style:
