Identification is hard because it is hard to know how much the rounding effect is due to distortion of a poor quality picture. It is close but not identical to Arial pro rounded .

It looks like someone took Helvetica, chopped off the tail of |a|, and raised the ascenders (especially |f|).

It has this weird Q letter, which I could not really identify so far...

It strikes me as a slightly condensed setting of Folio Light.

Very close, however, the apostrophe ' in Folio looks a bit different....
