I am looking for the name of this Chevrolet Font style, approx 1913

That is a sign painter's rendition. Below is a pic of the actual 1913 logo, plus a comparison of the two /E's showing that even it was hand-lettered, possibly based on Bookman. The pic you showed appears to be what may have been an old lighted sign.
