Is it possible to have "streams" or moving text in font characters?

Not directly, but with the new Variable Font system, variations can be built into a font and then they can be animated in an app, e.g. a web browser through CSS or JavaScript. Example: https://codepen.io/collection/XqRLMb/

Another option would be OpenType fonts with an SVG table. The SVG format supports animations.
